City-Funded Grant Programs

Home repair grants are available to owner-occupied, one- and two-family properties that fit program guidelines. Applicants must meet income guidelines below. Other restrictions apply.

To participate in the City's grant or paint programs, homeowners must be owner-occupants, current on property taxes or on an approved payment plan with the Cuyahoga County Treasurer’s Office, and must be at or below these household incomes:

Exterior Maintenance Grant

Grants up to $3,500 are available citywide to residents to correct exterior violations cited by the Building and Housing Department. Homeowners must provide a 10 percent financial match.

Free Paint

Free exterior paint is available citywide to residents who meet the income guidelines, to correct paint violations cited by the Housing Inspection Department. 

Senior Emergency Safety Grant

Grants up to $700 are available to address health and/or safety hazards for homeowners who are permanently disabled and/or age 62 and older, and meet the income guidelines. Requires a 10 percent match.

Applications for all City grant programs must include at least one and up to three estimates, depending on the grant and project costs. A good estimate should always include a clear scope of the work, no matter how big or small the job. Download this sample estimate (PDF) for more information.

Other Grant Programs

Home Weatherization Assistance Program
The Home Weatherization Assistance Program provides free energy efficiency improvements to eligible homeowners and renters in Cuyahoga County, outside the City of Cleveland, at no cost to the household. Income guidelines apply. For more information, contact CHN Housing Partners at 216-574-7100.

Lead Safe Program
Enables low and moderate income homeowners and renters to make changes in their homes to provide a lead safe environment for children. The program is administered by the Cuyahoga County Board of Health. Other qualifications apply. For more information, contact the Cuyahoga County Board of Health at 216-201-2000 ext. 1527.
