On November 18, 2025 the city councils of Shaker Heights and Cleveland Heights held a joint public meeting with representatives of the Ohio Department of Natural Resources (ODNR). At this meeting, Keith Banachowski, project manager with the Dam Safety Program in ODNR’s Division of Water, provided an overview of how ODNR classifies dams; the condition of the Lower Lake dam; and the findings, recommendations, and requirements that came out of the dam’s most recent safety inspection. ODNR representatives then took questions from councilmembers and the cities' mayors.
