Re-envisioning Lee Road

The City of Shaker Heights has developed a visionary reinvestment plan for the Lee Road commercial corridor. Under the City’s Lee Road Action Plan, the ¾-mile Lee Rd. corridor south of Van Aken Boulevard will be transformed into a thriving commercial district that is attractive, walkable, and bikeable. Current Projects

City Council adopted the Lee Road Action Plan in March 2023. Now the City is focused on implementing the recommendations in the Plan. Below read more about these current and completed projects.

Lee Road Complete Street

Project Overview

This project will implement a “road diet” along Lee Road throughout the entirety of Shaker Heights. In most places, the roadway will be narrowed from four lanes (two drive lanes in each direction) to three lanes (one drive lane in each direction with a center turn lane). North of Van Aken, striped bike lanes will be installed on each side of the roadway. South of Van Aken, a two-way sidewalk-level bike path will be constructed on the west side of Lee, through the city of Shaker Heights and a block into Cleveland.  South of Van Aken, streetscape improvements will include landscaping, trees, benches, bike racks, decorative lighting, expanded gathering areas, and a new mid-block crossing at Hampstead Road.

Project Overview

After a call for artists in summer 2025, the City selected two artists for two murals on Lee Road. These artists are Darius Steward and the team of Kim Lavery and Roni Callahan, known as Snack Break Studio. 

Zoning

The Lee Road Action Plan recommended zoning changes to permit the types of development the community hopes to see on Lee Road.  Zoning changes address allowable uses, dimensional standards, and signage.  The goal of these changes is to permit mixed-use development, allow uses that are currently not permitted (like restaurants), and encourage signage appropriate for the new mixed-use district. Zoning changes require public hearings by the City Planning Commission (CPC) and City Council.

On January 12, 2026,  City Council held a public hearing  on amendments to the zoning ordinance text and zoning map that propose the creation of new CM-2 and CM-3 Mixed Use zoning districts in the Chagrin-Lee commercial district. Lee Road Parking Pilot

In summer 2024, the City implemented the first project of the Lee Road Action Plan, a shared parking pilot. This project combined the parking lots of six commercial buildings, eliminating four driveways and creating two large, shared parking lots. The new configuration makes it easier for customers to access these businesses and makes Lee Rd. safer for motorists, bicyclists and pedestrians, with fewer exists and entrances.  The City secured $200,000 in County funding from CDBG and CDSG sources for this project.
