The Chief Administrative Officer (CAO) works closely with the Mayor and Council on strategic, budgeting and administrative matters. The CAO oversees the day-to-day operations of the City’s 13 departments, reviews departmental operating and capital budgets, and approves the hiring of personnel, expenditures of City funds and the use of City facilities. As Clerk of Council, the CAO oversees the preparation of agendas and materials for Council and Committee work sessions and meetings.
Matthew Carroll joined the City as CAO in September 2025. Previously, he served as senior advisor for strategic initiatives with the Cuyahoga County Department of Health & Human Services and has also held numerous other roles in county government. These include four years as chief of staff to a prior county executive; seven years as the county's chief economic growth and opportunity officer overseeing the departments of Economic Development, Human Services, Public Works and Sustainability; and three years as manager of administrative operations for the county’s Department of Health and Nutrition. He also served nine years as director of the City of Cleveland’s Department of Public Health. Carroll earned his bachelor's degree from Brown University and his law degree from Georgetown University.
