Horseshoe Park Reservation & Permit Form

  1. Upon making a reservation, a permit will be issued. The permit will contain the following information:

    1. Name of permit holder (bearer)
    2. Date and time periods that the permit is valid
    3. Number of guests attending the picnic

    Permits must be presented upon request to City of Shaker Heights staff. The bearer of the permit must always be present during the time period(s) listed on the permit. 

    The permit bearer is responsible for informing their party members of, and assuring their compliance with the rules and regulations and restrictions on use of Horseshoe Park.

    Permits are non-transferable. 

    Food Trucks and Ice Cream – Must have advanced approval and are permitted only on a case-by-case basis, 14-day notice is required. Food trucks will only be approved alongside a large pavilion reservation, and are limited to one food truck per reservation. No sale of food or beverages is permitted in Horseshoe Park at any time. 

    Cancellation Policy – in the event of a cancellation and to allow others use of the pavilion, please contact Andrea McNeil Jewett at 216-491-1351 with at least two business days advanced notice.

    Reservations may be made only once per season by any particular organization, entity, individual or family.

  4. Reservation Guidelines

    Reservation permits are limited to the large pavilion only. This pavilion can accommodate between 100-175 guests. Up to two reservation time periods may be issued back-to-back for Saturdays and Sundays. There is no charge for the permit or reserving the pavilion.

    Weekday and weekend reservations are available from the Tuesday after Memorial Day through the Sunday prior to Labor Day. Reservations are available on weekends only during the month of September. No reservations will be taken for Memorial Day, Juneteenth, Independence Day, or Labor Day.

  18. IMPORTANT:
    1. The pavilion areas must be cleared on time in order to accommodate the next group.
    2. If picnic tables are moved for the event, they must be returned to their original location.
    3. No one is permitted in the pavilions after 8:45 PM. The park is closed to the public at dusk.
  19. Horseshoe Park Rules and Regulations:
    1. Dogs must be leashed and controlled at all times. Dog owners must clean up after their pet(s).
    2. Alcoholic beverages (including beer and wine) or any other illegal substances are not permitted. 
    3. If picnic tables are moved for your event, they must be returned to their original location. 
    4. Parking is available outside the park entrance only; however, handicapped parking is available on a limited basis inside the park. Vehicles may temporarily enter the park for unloading and loading purposes only. 
    5. Motorized vehicles are not allowed on the trails or sidewalks. Motorized wheelchairs/scooters used to accommodate a person with a disability are permitted. Trails within the park may be used for conventional bike riding. 
    6. The discharge or possession of firearms or fireworks is not permitted. 
      • No fires except in grills and stone fireplace. Fires must be extinguished before you leave. 
      • Firewood and charcoal are not provided. Firewood may not be collected in the park.
      • Heating or cooking with oil is prohibited. Deep fryers are not permitted. 
    1. To reduce litter and protect wildlife, please adhere to the following guidelines:
      • Confetti, glitter, plastic “silly string,” and similar materials are prohibited.
      • The use or release of water balloons, helium balloons, or any other items into the air is not permitted. All decorative balloons must be securely fastened to prevent accidental release.
      • All decorations must be removed at the end of the reservation and properly disposed of or taken off-site.
    1. Radios, television sets and compact disc players are permitted, the volume must be kept at a level respectful other park guests and nearby residents. Live music requires advanced approval by the City (14 day notice).  
    2. Individuals or groups may not use Horseshoe Park for commercial or business purposes, including the sale of any goods or services. 
    3. Any rule or regulation set forth herein may be waived or modified by the Director of Recreation as may, in his/her judgment, be required for events sponsored by the City of Shaker Heights or for good cause. 
    4. The City of Shaker Heights is not responsible for lost or stolen property. 
    5. City of Shaker Heights staff and police has the authority to interpret and enforce all the rules and regulations of Horseshoe Park. 
    6. Vehicles are prohibited on grass areas at all times. Please unload your vehicle on the paved area only. 
    7. Any violation of the above stated rules could result in eviction from the park.

  21. Restrictions on Use:
    • No non-profit, political or religious fundraising events; except non-profit, non-sectarian, non-political events sponsored or co-sponsored by the city. 
    • No for-profit or commercial activities, except to provide desired services and sales at specific community events sponsored or co-sponsored by the city where this is expressly permitted. 
    • No sales of any kind except at activities sponsored or co-sponsored by the city. 
    • No ongoing or regular rental for the same activity or event more often than once per month. 
    • No alcohol consumption, sale or possession on the premises, unless specifically permitted. 
    • No tents, platforms, shelters, or other facilities, displays, or structures, and no signs other than those that can be held by hand, may be erected, installed, or brought onto the property, except for activities sponsored or co-sponsored by the City.
    • The City reserves the right to prohibit an otherwise permitted activity or to offer an alternate location for an activity in the interests of the health, safety or welfare of the public. In addition, the City may determine, in its discretion, to require the sponsor to provide extra security for an activity or event, at the sponsor’s cost.
    • Dogs in Horseshoe Park must be on a leash at all times. (Section 705.02 C.O.)
    • No person shall park or operate any motor vehicle through, upon, or across Horseshoe Park except as set aside and designated for such exclusive use. This does not apply to public safety or maintenance vehicles. (Section 1131.43 C.O.)
    • Grills are provided for use. In addition, portable grills capable of being carried by one person may be brought into the Park; no extra-large grill or container used as a grill is permitted. No fires or cooking is permitted except in grills or the fireplace.
    • Only easily portable play equipment is permitted that can be carried to and from the park by hand.
    • No live animal rides are permitted.
    • No loud music, lewd behavior, abusive or foul language, fighting, or unruly behavior.

  23. Notice Regarding Construction in Horseshoe Park:
    •  Horseshoe Park will be under construction for the Doan Brook Restoration project for an extended period. As a result, certain Park facilities and access points may be temporarily unavailable or altered. Park users may encounter the presence of construction equipment or materials, and closed or limited-access roads, paths and/or parking areas, and may experience construction-related noise and dust. 
    •  Due to the construction and potential changes to Park access, the City of Shaker Heights reserves the right to cancel or modify issued permits for the large pavilion at Horseshoe Park at any time, should circumstances arise that affect Park safety and/or accessibility. You will be notified of any changes or cancellations as soon as possible.
    • The City of Shaker Heights is not liable for any inconvenience or damages arising from the cancellation or modification of issued permits, or for any adverse conditions that may exist during the period of your permit or any other activities at the Park. Should a permit be modified or cancelled, we will attempt to accommodate your group on a different day/time. However, we recommend that you have backup plans in place in case of any unforeseen changes to your reservation.
