The Criminal Investigation Bureau is charged with overseeing adult and juvenile investigations, plain clothes operations (undercover), narcotic investigations, crime analysis, juvenile diversion, and evidence management. The bureau is made up of the following units:

Leadership
The Criminal Investigation Bureau is led by Commander Tim Grafton, a 30-year veteran of law enforcement. Upon joining the Shaker Heights Police Department in 2006, Commander Grafton served his first six years as a Patrol Officer.
In 2012, he was promoted to Detective and assigned to the Strike Force Unit, and in 2015, was promoted to Sergeant of the Strike Force Unit. He subsequently supervised the Adult Detective Unit, and later the Community Engagement and Juvenile Detective Units until his promotion to Lieutenant in 2023.
In 2023, he was promoted to the rank of Lieutenant, serving in the Uniform Patrol Bureau before being reassigned as Administrative Lieutenant within the Support Services Bureau. In 2025 Tim was promoted to the rank of Commander where he led the Administrative Services Bureau and currently the Criminal Investigations Bureau.
Commander Grafton holds a degree in Criminal Justice and has completed extensive executive-level leadership training. He is a graduate of the Supervisor Leadership Institute, Command Leadership Institute, and Executive Leadership Institute, earning the FBI-LEEDA Trilogy Award. He is also a 2018 graduate of the 73rd Class of the Police Executive Leadership College. In 2024, he became nationally certified as an Internal Affairs Investigator, and in 2025, he earned national certification as an Accreditation Manager. In 2025, Commander Grafton began the Public Leadership Executive Certificate Program at the Harvard Kennedy School.
